Inspectors found people were cared for by staff described as caring and respectful, but identified serious safety concerns, including unsafe management of risk, insufficient staffing, poor infection control and cleanliness, and weak governance that had not embedded improvements. A new manager had been recruited and staff felt supported, though some felt their concerns had not always been listened to.
