Inspectors found weak governance and oversight, with gaps including a failure to refer unexplained bruising to safeguarding, unassessed risks around emollient cream use and stair gates, unsafe storage of gas cylinders, and inconsistent follow-up after falls, though no one was found to have been harmed.

Inspectors also found staff who knew people well and treated them with kindness and respect, and relatives spoke positively about the care given. A new manager had recently joined, and the provider had begun making changes with local authority support, responding promptly to the assessment's findings.
