Palmarium

Palmarium provides accommodation and personal care for up to seven people with a learning disability and/or sensory impairment across two floors. People live in self-contained flats with access to outdoor space, situated within walking distance of local amenities including shops and a park. At inspection, three people were living at the service.

Inspectors found significant concerns regarding choice and control. People were not consistently supported to have maximum choice and control of their lives, and staff did not always support them in the least restrictive way possible. Policies and systems in the service did not adequately support this practice. Where people lacked capacity to make decisions, evidence was not always available demonstrating that decisions had been made following the Mental Capacity Act 2005. Best interest decision-making documentation was absent, meaning the provider could not assure inspectors that least restrictive options had been implemented despite restrictions on people's liberty being in place.
