The service has experienced recent management changes, with a new manager in place who was working toward registration with the Commission. While the manager had implemented positive changes since arriving, the service needs to demonstrate sustained improvements to show stable leadership.

Staff feedback highlighted areas where continued focus will be needed to maintain the progress made so far.
