Despite this, inspectors found people spoke positively about their care, describing staff as kind, attentive and knowledgeable about their preferences. People felt safe and able to raise concerns, though some noticed staff were busy at times. The provider had begun making improvements, but these needed to be embedded to ensure consistently safe care.
