Waterloo House

Waterloo House provides residential care and accommodation for up to 19 people with mental health needs across three floors in Stoke, Plymouth. At inspection, 17 people were living at the service. The premises required significant repair, redecoration and refurbishment, with people, relatives, staff and health professionals all commenting on the poor condition of the environment. An immediate high risk was identified regarding garden access, which the manager addressed by installing a temporary ramp and grab rails while undertaking risk assessments. The service had received an enforcement notice for non-compliance with fire safety regulations, and contractors were working to bring the physical environment up to standard. There were concerns that the provider had not proactively addressed these environmental risks until they were highlighted by external agencies.
