Pembroke Lodge provides accommodation and personal care for older people, some living with dementia, with 13 people using the service at the time of assessment. The CQC rated the home requires improvement overall, finding continued and new breaches covering safe care, staffing, consent, person-centred care, premises and governance. There was no registered manager in place.

Inspectors found care records were contradictory, medicines guidance was lacking, and staffing levels were insufficient to meet people's needs. The building was tired and poorly maintained, with damaged décor and worn furnishings. Relatives praised staff kindness but raised concerns about time pressures, communication and the state of repair, and leadership had made only minimal progress since the previous assessment.
