Joseph House provides accommodation and care for people with learning disabilities and older people. Following inspection, the rating fell from Good to Requires Improvement overall. The CQC found gaps in oversight of health needs, staff skills, fire safety and consent, with governance judged in breach of regulations, partly linked to heavy reliance on agency staff.

Inspectors found staff were kind and caring, and relatives gave broadly positive feedback about partnership working. However, the culture was described as institutionalised, with people spending long periods at the service rather than in the community, limiting choice and independence. The provider has responded promptly with an improvement plan.
