Hilbre Manor EMI Residential Care Home in Wirral provides accommodation and personal care for up to 15 people living with dementia. The CQC rated the home inadequate overall and has taken enforcement action against the provider, finding breaches relating to safe care, person centred care and good governance. Care plans lacked detail and did not reflect people's preferences, and the home was not properly following the Mental Capacity Act when decisions were made on people's behalf.

Inspectors found gaps in staff training and some records could not be produced. Some people were left waiting for support because of staffing levels, and families said they had little opportunity to feed back on care or take part in care planning, though relatives spoke warmly of permanent staff, who were observed engaging positively with residents.
