Elsenham House is a care home without nursing for up to 34 younger and older adults living with mental health conditions, learning disabilities or autism. Inspectors found five breaches of regulation, covering person-centred care, premises, staffing, safe care and governance. Oversight was poor, records did not clearly track changing needs, and long-standing issues such as unsafe night staffing and environmental risks had recurred since 2018.

A new manager had begun making improvements, but these were not yet embedded, and inspectors were concerned change had followed a fatal incident rather than provider oversight. People spoke positively about staff, though activities were infrequent and relatives found communication difficult. The service has been placed into special measures.
