College House in Devon provides accommodation and personal care for up to 12 autistic people and people with a learning disability, with 7 people living there at the time of the assessment. The CQC found the service had deteriorated sharply since its previous good rating and rated it inadequate overall, placing it in special measures. Inspectors identified breaches of seven legal regulations, including unsafe medicines management, poor infection control, unmanaged environmental risks, weak safeguarding processes and ineffective governance.

People and relatives told inspectors staff were kind and they generally felt safe, and bedrooms were personalised. However, care planning was incomplete, activities and outings were limited by staffing, and communication with families needed improvement. The CQC found significant shortfalls placing people at risk of harm.
