Significant concerns were identified regarding risk assessment and medicine management, with staff lacking proper understanding of the Mental Capacity Act 2005 and its application. The provider demonstrated insufficient knowledge around financial responsibilities and consent procedures.

Quality monitoring systems were not used effectively to identify and mitigate risks, and policies did not adequately support least restrictive practice despite staff intentions to do so.

The registered manager had made improvements to the physical environment and safety checks were up to date, though additional fire safety improvements were required. Staff received regular training, supervision and attended meetings, with adequate staffing levels on the inspection day. Referrals to other professionals were made promptly when needed.

However, recruitment practices required further attention and systems needed strengthening to ensure people received maximum choice and control in their lives.
