Penbownder House

Penbownder House is a residential care home in Cornwall providing personal care for up to 34 people, including older people, younger adults, people with mental health needs and people living with dementia. The CQC rated the service Requires Improvement, finding that while previous concerns about consent and safe care had been resolved, breaches remained around person-centred care and management oversight. Inspectors found infection control and cleaning lapses, and inconsistent dignity in care routines.

Activities and staff engagement varied across the building, with people on one floor receiving less meaningful stimulation than elsewhere. Quality checks had not always identified or explored problems. Despite this, people and relatives spoke warmly of kind, attentive staff, and inspectors found people were safe, well supported with medicines, and cared for compassionately.
