Norton Lodge is a residential care home in Halton providing personal care to up to 32 people. Following enforcement action after an earlier inspection found multiple breaches, the CQC found significant improvements had been made, and the home is no longer rated inadequate overall. One breach remained, relating to good governance, as quality monitoring systems and environmental checks were not yet fully embedded.

Inspectors found people were protected from abuse, had the equipment they needed, and were supported by staff who felt more confident and empowered. Staffing levels, activities and partnership working had all improved. Families felt people were safe and settled, though some remained unsure whether the progress made would be sustained.
