Inspectors found that another business operated from the same building, with staff regularly walking through people's home and garden to reach their workplace, without proper assessment or mitigation of the risks this posed. The provider had not properly followed Mental Capacity Act principles around this shared environment. Staff were kind and people seemed relaxed, with good staffing, training, and personalised activities, but these strengths did not offset the shortfalls found.
