Holgate House

Holgate House provides personal care to 23 people with mental health needs or learning disabilities, with capacity for up to 30 residents. Inspectors found that risks to people were not always effectively managed, including both individualised risks and environmental concerns. Staff did not consistently support people in the least restrictive way possible or ensure their best interests were prioritised. The service needed to move away from making blanket "house decisions" and instead provide more person-centred care tailored to individual needs. Capacity assessments and best interest decisions had not always been properly recorded.

Despite these concerns, people had good relationships with staff members and were supported to access health care appointments when needed.
