Cadbury Hall accommodates up to 34 people requiring personal care, though only 7 residents were present at the time of inspection. The home failed to maintain safe staffing levels on two occasions in January 2023, when a single waking staff member was left working alone in the building, putting both the staff member and residents at risk. Additionally, during some night shifts, one waking night staff member worked alongside a sleeping-in staff member, but no risk assessment or guidelines existed regarding when the sleeping staff member would be called upon to assist.
