Inspectors also identified continued weaknesses in governance, with quality assurance systems not effective enough to drive improvement.

People said they felt able to raise concerns and were treated with kindness by staff, who respected their privacy and dignity. However, many felt there were not enough staff, with frequent use of agency workers, and some were not properly involved in planning or reviewing their care. Feedback on medication support and how well staff understood individual needs was mixed.
