Whitehaven Residential Home provides care for up to 15 older people, some of whom are living with dementia. This assessment followed up on enforcement action after a previous inspection, and inspectors found some improvement but continuing breaches around consent, safe care, safeguarding, premises safety and governance. Fire safety works remained incomplete, and record keeping was not robust enough to evidence care and risk management.

Despite this, inspectors found a stable, kind staff team who knew people well, limiting the impact on residents' safety and experience. Relatives praised the caring, homely atmosphere and open access to visit. The provider was told what further improvements it must make.
