White Hill House Residential Care Home is a small, homely care home serving the Buckinghamshire community, offering residential support for older people in a familiar, house-like setting. The intimate size of the home means residents can be known as individuals, with staff able to build genuine relationships with the people in their care. White Hill House Residential Home for the Elderly accommodates up to 10 older people in one adapted building and does not provide nursing care. At inspection, nine residents were living there. While people told inspectors they felt safe, significant safety concerns were identified.

Risk assessments had not been carried out relating to the environment, people's health, medicines, and staffing levels at night. The building presented hazards including risks of falls, trips, and objects falling from height, as fire safety advice from the fire and rescue service had not been implemented. Fire drills were not carried out regularly and emergency exits were not always kept clear of obstruction, breaching health and safety regulations.

Staff did not support people to have maximum choice and control over their lives or use the least restrictive approaches in their best interests. Policies and systems in the service did not support these practices. The service had restricted people's exit from the building without obtaining proper authorisation, and access to the kitchen was also restricted.
