West View provides personal care to up to 28 older people, with 25 residents at the time of inspection. While people and their relatives spoke positively about the service and felt safe with the support they received, significant governance failures meant quality assurance systems had not identified serious issues. Care needs and associated risks had not been routinely assessed, updated and monitored, putting people at risk. Records failed to identify when residents had lost weight, lacked sufficient fluids, or were not having conditions like diabetes monitored effectively. Some routine environmental safety checks were not completed, and medicines management had safety concerns including inappropriate storage, missing guidance for staff, and undated liquids and creams. However, people were receiving their prescribed medicines as needed. The service did not consistently support people to have maximum choice and control of their lives or ensure the least restrictive approach was used. Mental capacity assessments and best interests decisions had not always been completed for some restrictions in place.
