The Flowers Care Home in West Yorkshire provides residential care for up to 18 younger and older people, including those living with dementia. The CQC found the service inadequate overall, identifying serious risks to people's safety, including fire safety failings, unsupervised access to stairs, poor infection control and inconsistent medicines management. Staffing was insufficient, and agency workers often lacked knowledge of people's needs.

People's basic needs were not consistently met, with some left hungry and care lacking personal choice. Inspectors found leadership and governance ineffective, with poor oversight and staff afraid to raise concerns. The provider failed to act on concerns raised, prompting local authority intervention, and the service has been placed in special measures.
