Penley Grange

This residential care home supports up to six people. At the time of inspection, five people were living at the service, which is adjoined to a separately registered care home run by the same provider. Inspectors found that people did not always live safely because the service failed to assess, monitor and manage risks well, including risks of abuse and risks posed by people's behaviours. When incidents or concerns occurred, the service had not consistently contacted relevant agencies in a timely manner to protect people from abuse.

Staff did not always treat people with kindness, dignity and respect, or respect their privacy. People were not consistently supported to express their wishes or communicate with staff using their preferred methods. Recruitment, induction and training processes for staff, including agency workers, did not promote safety. The skills and deployment of staff did not match people's needs, and people had limited opportunities to learn new skills or try new experiences due to the restricted range of activities available both on-site and in the community.
