North Downs Villa

North Downs Villa is a residential care home providing personal care for up to 10 people with mental health needs, some of whom were living with dementia. At the time of inspection, five people were using the service.

Inspectors found that people were not adequately protected from the risk of abuse. The provider had converted part of the care home grounds into a residence for an individual who was neither a resident nor a member of staff, but had failed to assess the risks to people, visitors and staff relating to this person. The provider had not followed local authority planning procedures when converting a building in the garden for residential use within the care home grounds.
