Highbury House provides personal care for up to 11 autistic people and people with learning disabilities and physical disabilities. It has moved out of special measures since the previous inspection, when it was rated inadequate, and the CQC found meaningful progress had been made across the service.

The overall rating is now Requires Improvement. Inspectors found people felt safe, well supported and involved in their care, with caring, consistent staff. However, shortfalls remained in governance, including delays in referrals to health professionals, weak auditing of care tasks, and slow responses to environmental concerns, which the CQC identified as a breach requiring further improvement.
