Heatherlea House accommodates up to 17 older people in a single adapted building. At inspection, 16 residents were living there. The service had significant concerns around safety management.

Risks to people's health, safety and welfare had not always been identified or assessed, and when risks were identified, actions to mitigate them were not consistently taken. The home had not learned from serious incidents or implemented appropriate follow-up actions. Medicine management was not always safe, and recruitment procedures were not robustly implemented.

Quality assurance systems failed to identify concerns about care or the environment and lacked a robust system for recording and tracking actions to resolve issues.

Despite these concerns, people felt safe and well cared for. The home supported residents to have maximum choice and control in their lives, with staff supporting them in the least restrictive way possible and in their best interests. Staff felt supported in their work, and policies and systems within the service reflected this person-centred approach.
