Inspectors found risks to people were not properly assessed, medicines were not managed safely, and the environment was not clean or well maintained. Staff had not identified or reported abuse, care was not always person-centred, and leadership's quality monitoring had failed to spot these problems. Despite this, most people and relatives told the CQC that staff were kind and they felt safe.
