Carnalea Residential Home

Carnalea Residential Home provides personal care to up to 55 people, predominantly older adults with diverse needs including dementia, diabetes, Parkinson's disease, epilepsy and mental health conditions. At inspection, 42 people were using the service. However, the home had significant safeguarding concerns. Systems to monitor safety and well-being were ineffective, with risks not consistently identified or mitigated. Accidents and incidents were not properly reviewed to prevent recurrence, and medicines management was inadequate, with monitoring systems failing to ensure people received prescribed medications reliably.

Staff recruitment practices lacked robustness, with gaps in employment histories and references not thoroughly verified. While staffing appeared adequate on shift, some residents reported waiting for assistance when needed. The provider had no system for measuring assessed needs against actual staffing levels required to meet those needs. These deficiencies meant people's safety and care quality were at risk across multiple areas of the service.
