Inspectors found two breaches of regulations relating to staff recruitment checks and oversight of the service, with governance systems not consistently used to drive improvement or keep records up to date.

Positives were also found: people felt safe, staffing levels were adequate, and staff were person-centred, with consent properly sought before care. A new manager had identified problems, including limited activities for some residents, and was working with staff to make changes. Improvements were noted since the previous inspection, though gaps in staff training remained.
