Burrow Down Residential Home, in Torbay, provides accommodation and personal care for up to 14 adults with learning disabilities and autistic people. The CQC rated the home inadequate overall and placed it in special measures after this responsive assessment found nine breaches of regulation, including failures in safeguarding, safe care, staffing, consent and governance. Inspectors found risks such as unrestricted windows, poor fire checks and insecure medicines storage, along with insufficient staff, training gaps and ineffective oversight.

Feedback from residents and relatives was more positive, with many describing kind staff, a clean environment and enjoyable activities. However, some relatives said communication about falls or health changes was poor and the service was slow to respond to concerns. The provider must now show significant improvement to meet expected standards.
