Staff were not consistently wearing personal protective equipment in line with guidelines, and appropriate measures were not in place to mitigate the risk of COVID-19 transmission among residents who tested positive. These issues were highlighted during the first inspection visit but had not been addressed by the second visit.

While the provider and registered manager had governance systems including audits and monitoring in place, actions were not always documented and it remained unclear whether improvements had been completed. Residents had risk assessments detailing how to support them, though the failure to action immediate improvements in infection control between visits posed a risk to people's safety.
