Inspectors found three breaches of regulation, relating to staff training and gaps in managing risks and restrictions, alongside weak governance oversight. However, people and relatives spoke warmly of caring, friendly staff, and inspectors observed genuinely meaningful interactions. One relative described the atmosphere as "homely and welcoming.
