Portland College is an independent specialist college providing further education and independent living activities alongside residential placements for people with disabilities in transition, requiring respite, or short-stay support. The service is led by a registered manager responsible for ensuring compliance with health and social care regulations.

During inspection, inspectors found that staff supported people to have maximum choice and control in their lives, obtaining consent before providing care and using the least restrictive approaches possible. However, the environment did not always meet people's needs or provide adequate facilities to support independence and personal choice. Inspectors recommended improvements to capacity assessments and how they link into individuals' care plans.
