Some staff felt unsupported and reluctant to raise concerns, and some relatives said they were not always consulted about care decisions. People did not always have enough choice, control or opportunities for activities, though those spoken to said they felt happy and well cared for. The provider had already begun making improvements, but these were not yet fully embedded.
