Inspectors found ongoing breaches in governance, with frequent changes in management affecting consistency of systems. Care plans were not always person-centred, and some people did not receive medicines on time. However, people and relatives spoke positively about staff, feeling safe and well cared for, and staff were recruited safely and understood safeguarding procedures.
